We would recommend the VM4000 for anyone who needed to expand an EV4500 system with "dummy" phones that would not be part of the network but would be able to make and receive calls.   The VM4000 is not subject to the 16 device limitation of an EV4500 system.  It looks just like an EV4500.  The navigation buttons are for navigating phone company voicemail.
